The Urban League Condemns the SB 4 Power Grab of Louisville Schools

Today, the Kentucky House of Representatives took a wrecking ball to local democracy by turning a teacher certification bill into a state takeover of the Jefferson County Public Schools (JCPS) Board of Education. The passage of Senate Bill 4 is not an “education reform,” it is a strategic move designed to silence the voters of a majority Black and brown school district. The Urban League condemns the power grab of Louisville schools. 

What began as a bill for educator development has been weaponized into a political takeover. JCPS board members are elected by members of the districts they represent. The Assembly is attempting to rob voting power from district residents by reducing the number of elected board representatives from seven to five. In granting the State Treasurer (a partisan office far removed from our classrooms) the power to appoint unelected board members, this legislature is telling our community that our votes don’t matter and our local leadership is expendable. This is the antithesis of the Power Shift we have been fighting for. We demand that power stay in the hands of the parents and taxpayers who actually live in these neighborhoods.

This is not about “financial oversight.” While SB 4 focuses its most restrictive governance changes on JCPS, the rationale of “financial oversight” fails to acknowledge that school districts across the Commonwealth are facing similar or worse financial instability: Fayette County Public Schools, Spencer County Public Schools, Woodford County Public Schools in addition to districts like Shelby, Washington, Boone, Carter, and Christian counties are all managing deficits or navigating financial challenges.

This is about a Power Shift in the wrong direction. 

For decades, the Urban League has fought for the right of Black and our most vulnerable families in the West End and across our city to have decision-making power over their children’s education. SB 4 ignores the will of the people, bypasses our local democratic process, and creates a dangerous precedent that allows state politicians to “appoint” their way into control of our local institutions.

We applaud those legislators who have the courage to do their job and stand firm against this overreach. They recognize that you cannot “improve” a school system by disenfranchising the parents who rely on it.

The Power Shift Movement now calls on our community to act:

  1. Contact the Senate: Tell them to reject the House changes to SB 4 when the bill returns for concurrence.
  2. Demand a Veto: We urge Governor Beshear to stand with local voters and veto this overreach the moment it hits his desk.

Our children’s future is Louisville’s future. That future should be designed by our community, not by political appointments from Frankfort.
